EARLY YEAR COMMITMENTS OF THE DIRECTORATE GENERAL OF RAILWAYS: PERFORMANCE AGREEMENTS AND INTEGRITY PACTS AS A MANAGEMENT OF BUREAUCRACY REFORM

(Jakarta 20/1) - As a form of integrity and commitment in implementing clean and professional governance, the Directorate General of Railways (DJKA) signed the Performance Agreement and the Integrity Pact of Echelon II and III Work Units / Centers for the Directorate General of Railways in 2022 This event was held in the Majapahit Room, Ministry of Transportation Headquarters on Thursday (20/1) morning. The signing activity was attended directly by the Director-General of Railways, Zulfikri, along with all levels of Echelon II and III in the DJKA environment. The event opened with the reading of the activity report submitted by the Head of Planning, Secretariat of the Directorate General of Railways, Nurhadi Unggul Wibowo and continued with the signing of the Integrity Pact by all Directors and Heads of Centers within the Directorate General of Railways.

In his report, Nurhadi explained that the implementation of this annual activity aims to improve the quality of the implementation of the Government Agency Performance Accountability System (SAKIP) and Bureaucratic Reform in order to realize clean and accountable governance. "The main substance regulated in the Performance Agreement is in the form of strategic goals and shared commitments in realizing Good and Clean Governance through consistent and measurable SAKIP implementation," said Nurhadi.

"In 2022, the Directorate General of Railways will receive a DIPA allocation of Rp. 6.73 trillion which is distributed for management support programs of Rp. 572.39 billion and connectivity infrastructure programs of Rp. 6.16 trillion which includes Railway Transportation Connectivity Infrastructure activities of Rp. 1.92 trillion, Rail Transportation Services of Rp. 3.38 trillion, Rail Transportation Safety and Security of Rp. 790.36 billion, Technical Support for Railway Transportation of Rp. 71.93 billion, "continued Nurhadi.

The Director General of Railways, Zulfikri, also expressed his appreciation for the performance of DJKA during 2021 which reached 96.7%. "We have achieved quite a number of strategic achievements during 2021, such as the operation of the Yogya - Solo KRL and YIA Airport Train, the modernization of a number of stations on the Manggarai-Cikarang route, and the improvement of railway lines in several locations of the main Java and Sumatra crossings along 172 km'sp. This achievement should be used as a motivation so that DJKA can work more optimally and can have a significant impact in achieving the targets of National Priority, Economic Growth, and People's Welfare. I also want to emphasize on paying attention to the safety aspect of rail transportation, because last year, there were seven train accidents," said Zulfikri in his speech.

Zulfikri also alluded to the absorption target of DJKA in 2022 which has not yet been determined, but the Ministry of Transportation has targeted an average absorption of 95%. "With our achievement last year at 96.7%, at least I hope this year we can reach 97%, which means there is an increase in absorption compared to last year. To achieve the targets that have been set, there needs to be maximum effort and cooperation among DJKA employees because the community needs to feel concrete results from the government's performance. Even though the state's fiscal conditions are increasingly limited, this should not be a barrier, so that we can make this condition a challenge to innovate in overcoming dependence on the state budget, as well as encourage the creation of Creative Financing to fulfill transportation infrastructure needs," Zulfikri continued.

Zulfikri also reiterated that the signing of the Performance Agreement and the Integrity Pact is the embodiment of Bureaucratic Reform and Strengthening of the Performance Accounting System of Government Agencies in encouraging organizations to always work in a professional, effective, efficient, accountable and responsive manner. to the aspirations of the community and its environment. "I do not forget to urge all levels of the Directorate General of Railways to work professionally, obey regulations, work efficiently and productively and prevent moral hazard," concluded Zulfikri.

The event closed with the awarding of the Best Echelon II Performance Reporting Award for the Best Echelon II Work Unit Category to the Directorate of Railway Infrastructure and the best Echelon III / 2021 Office Work Unit to the South Sulawesi Light Railroad Center.
