The 2023 Surabaya Class I Railway Technical Center Annual Performance Plan was prepared to coincide with the mid-year stipulation of the Ministry of Transportation's Strategic Plan 2020 – 2024 in the Railways sector, in which program restructuring and development activities have been enacted in all Ministries, which are intended to improve the performance of each work unit based on to the main tasks and functions of each work unit.

In general, the Annual Performance Plan for the Surabaya Class I Railway Engineering Center for 2023 contains policies within the Surabaya Class I Railway Engineering Center and specifically discusses policies related to the State Revenue and Expenditure Budget (APBN) which are prepared based on performance-based budgeting, both related to APBN policies as well as those directed at encouraging community participation in the development of rail transportation.

In addition to being used as a reference for all levels of the Surabaya Class I Railway Engineering Center for 2023, the Annual Performance Plan for the Class I Railway Engineering Center for preparing a Work Plan and Budget (RKA-KL) which will be financed by the 2023 State Revenue and Expenditure Budget (APBN), in substance, it is also in line with the Ministry of Transportation's 2020-2024 Strategic Plan (RENSTRA) and the 2020-2024 National Medium-Term Development Plan (RPJM).
