Transportation has an important role in supporting national development. Towards Golden Indonesia 2045 with the vision of "Sovereign, Forward, Just and Prosperous" a reliable transportation system is needed to support the driving wheels of the nation's economy. Welcoming the future era, demanding transportation services that are reliable and environmentally sound. Currently the capacity of road services is increasingly limited. This limitation can be answered by the mode of rail transportation, in which trains are superior in terms of transport capacity, speed, safety, energy saving and environmental friendliness.

The National Railway Master Plan is a long-term document that describes a unified railway system as mandated by Law Number 23 of 2007 concerning Railways. In principle, the preparation of the National Railway Master Plan document, which was published in December 2018, is a periodical process of reviewing and reviewing. The review was carried out considering changes in the strategic environment.

The National Railways Master Plan document contains the following strategies:

• Service Network Development,
• Increased Security and Safety,
• Technology Transfer and Industrial Development,
• Human Resource Development,
• Institutional Development, as well
