Optimizing Depok KRL Deposit Asset Value

Depok - Ministry of Transportation of the Republic of Indonesia, Directorate General of Railways, through one of the UPTs under it, namely the Railway Maintenance Center (Baperka), continues to strive for asset optimization to improve services in the railway sector and specifically in developing maintenance tasks for the railway sub-sector.

"We (the Railway Maintenance Center) are very interested in development in the field of railway maintenance to support railway transportation services, as well as optimizing the assets under the control of the Ministry of Transportation, Directorate General of Railways, including depots and warehouses," said the Head of the Railway Maintenance Center, Prayudi in Depok, Thursday (29/2/2024) in front of the participants of the Depok KRL Depo BMN Management Coordination Meeting.

Prayudi revealed that the Railway Maintenance Center is optimizing assets through managing railway maintenance facilities and developing similar services around railway crossings.

He said that Baperka is currently continuing to make efforts to optimize the assets it owns, including three workshops/train depots and warehouses which are managed either directly or indirectly by the Railway Maintenance Center.

These optimization steps were actually realized by the Railway Maintenance Center through joint inventory activities of State Property (BMN) assets at the Depok KRL Depot for four days from 27 February to 1 March 2024.

Asset optimization is a work process in asset management which aims to optimize the physical, location, value, quantity/volume, legal and economic potential of the asset.

Optimization of asset utilization is the relationship between service utility and profit reward. Based on this opinion, it can be concluded that optimization is optimizing the utilization of the potential of an asset which can produce more benefits or generate income.

The activity was attended by relevant stakeholders, including the Finance Section of the Directorate General of Railways, the Directorate of Railway Safety, the Jakarta Class I Railway Engineering Center, PT Kereta Api Indonesia (Persero), and PT Kereta Commuter Indonesia (KCI).

Asset optimization includes equipment and machinery, buildings, rail lines, signaling and telecommunications, which are actively used by PT KCI for stabling and maintenance activities for the Jabodetabek Electric Railway (KRL).

The Railway Maintenance Center Team held preliminary discussions between the Railway Maintenance Center Team and representatives of PT KCI. The activity was carried out at the Depok KRL Depot Unit Office which occupies the Depok KRL Depo Griya Karya Building.

Discussions were held to equalize perceptions of the assets being leased, as well as preparations before the field survey together with other stakeholders for asset inventory on the second day.

The field survey focused on BMN Depok KRL Depo assets in the form of train tracks in the KRL stabling area which consists of 14 effective rail lines. Then, railway maintenance equipment and machines located in the Inspection Shed and Overhaul are also recorded in detail. Then the focus is then aimed at building assets, as well as for BMN signaling and telecommunications assets.

Inventory activities are carried out by prioritizing occupational safety and health (K3) by wearing PPE (Personal Protective Equipment) helmets and safety vests.

For information, before the assets of the Depok KRL Depot are handed over to the Railway Maintenance Center in 2022, the Depok KRL Depot is managed by BTP Class I Jakarta and the Directorate of Railway Safety.

The Railway Maintenance Center as the BMN manager in carrying out its duties in the field of railway maintenance continues to innovate to carry out asset management of railway maintenance equipment and its support, in order to produce added value in railway sub-sector services.

The Depok KRL Depot is the largest KRL depot in Southeast Asia, which is now one of the assets managed by the Railway Maintenance Center. The Depok KRL Depot contributes the largest portion of revenue recorded in the Railway Maintenance Center's Non-Tax State Revenue (PNBP).

As a form of ongoing effort to optimize the assets of the Depok KRL Depot, it is necessary to re-record the potential for other assets in the form of engines, railway lines, signaling and telecommunications whose value can be increased.

The updated asset value will later be determined at a rate based on an assessment by the local regional KPKNL, set into an assessment report to determine the rate, so that withdrawals can be made using PNBP (Non-Tax State Revenue).

Optimizing assets, in this case the Depok KRL Depot, is BMN optimization which is an important thing to achieve for various reasons. First, of course, departing from the aim of holding BMN to support the duties and functions of government agencies (Ministries/Institutions (K/L)), BMN must be used as optimally as possible in carrying out service, administration and other functions according to the task area of ​​the agency that controls and uses BMN.

Second, related to the definition of BMN, namely all goods purchased or obtained at the expense of the State Revenue and Expenditure Budget or originating from other legitimate acquisitions, the use of BMN must be accountable to the people so that it must be carried out in accordance with applicable rules and regulations.

Third, BMN optimization is not only achieved through use according to the duties and functions of the agency or K/L that controls it because in reality, in many government agencies, the BMN they have exceeds the BMN requirements needed to support their duties and functions. (yogo)
