Assessment of Support Equipment for Maintenance of Railway Facilities by KPKNL

Grobogan – State assets in the form of State Property (BMN) must be managed properly, so that they can be used and utilized optimally. As is the policy of the Ministry of Finance of the Republic of Indonesia as the manager of State Property (BMN), that assets should not just sit on the balance sheet and then "sleep". Assets must be able to provide benefits to the state and society. Based on this, the Railway Maintenance Center makes a program for the utilization of BMN through a plan to rent various supporting equipment for the maintenance of its railway facilities.

 

As a first step, the BMN that will be leased must be seen first to find out how much the rental value of the goods is through a professional appraisal process. The assessment activity was carried out in collaboration with the Semarang State Property and Auction Service Office (KPKNL). The Semarang KPKNL team was represented by five Government Assessment Teams led by Fery Hadikarya. According to the BMN team of the Rio Fredian Pratama Railway Maintenance Center, the KPKNL team carried out a field survey of the State Property (BMN) of the Railway Maintenance Center in the form of supporting equipment for the maintenance of railway facilities with a total of 70 units of equipment.

 

This assessment is carried out after the Railway Maintenance Center has sent a letter of application for the assessment. The field survey and assessment of State Property (BMN) of the Railway Maintenance Center conducted by the Semarang KPKNL Assessment Team is a step that must be carried out to see directly the object to be assessed in order to determine the physical condition of the object. Furthermore, a limit price or fair price of the object will be determined which will later be used by the Railway Maintenance Center to carry out utilization.

 

The field survey was carried out on Wednesday (16/3/2022) at the Ngrombo Workshop. The BMN team for the Railway Maintenance Center has provided data and information as well as supporting data for the assessment object before the survey was carried out.

 

All assessment objects have very diverse characteristics which of course will affect the value that will be generated. Therefore, an objective and professional appraisal team is needed to see, understand, and examine the condition of the goods to be assessed as well as possible so that the resulting value truly reflects the physical condition of the object.

 

The Semarang KPKNL Assessment Team revealed that the assessment of State Property (BMN) this time was carried out using the market data approach method. The market data approach is an appraisal technique used to estimate the value of the valuation object by considering sales data and/or supply data from similar or substitute comparison objects and related market data through a comparison process. The market data comparison method is using information from transactions involving the same or similar assets with the assets being valued to get an indication of value.

 

After carrying out the field survey, the Semarang KPKNL Assessment Team will conduct an assessment, the results of which will be included in the Minutes of the Field Survey (BASL) at a later date. This Minutes of Field Survey (BASL) will later be used to confirm that the field survey has been carried out in such a way that includes data on the day, date, location, as well as a brief description of the object and the results of the assessment.

 

Although this field survey took place during the COVID-19 pandemic, the activities were carried out while maintaining self-care and observing strict health protocols. All members of the BMN team for the Railway Maintenance Center and the Semarang KPKNL team are required to wear masks and maintain social distance.

 

As a government institution, the Railway Maintenance Center uses and utilizes BMN, both of which have different meanings. The use of BMN is an activity carried out by Property Users in managing and administering BMN in accordance with their duties and functions.

 

Meanwhile, the utilization of BMN is the utilization of BMN which is not used for carrying out the duties and functions of Ministries/Agencies and/or optimizing BMN without changing ownership status. It should be that every BMN purchased at the expense of the State Budget can make a maximum contribution to national development, but in practice it is often found that land, buildings, buildings, state houses are not maintained so that they do not function and provide benefits as they should. This may be due to several factors such as asset age, natural disasters, changing organizational needs and so on.

 

Therefore, the appraisal of the rental value on equipment supporting the maintenance of railway facilities is intended as one of the treatments to carry out BMN utilization activities to become more comprehensive and focused and make assets more productive by leasing to other parties. (yogo)
