SMKP Socialization: Strengthening the Mindset of Safety as a Top Priority at Work

Grobogan – As a step to support the Regulation of the Minister of Transportation Number 69 of 2018 concerning the Railway Safety Management System, the Railway Maintenance Center or Baperka has implemented the SMKP which is realized by conducting socialization to all employees in the Discussion and Knowledge Sharing event of the Railway Safety Management System (SMKP) which took place in Baperka Grobogan office hall, last Monday (13/6/2022).

The socialization event was attended by resource persons, the General Chairperson of Maska (Indonesian Railways Society) Hermanto Dwiatmoko who was accompanied by Head of Maska 1 Suhardi Waluyo and from the Human Resources Development Division, Maska Santi. The resource person explained effective steps to implement a safety system, including a statement of top management commitment, an active role at the management level in each line, resource support, effective communication, management review of the system, and system development.

The Head of the Railway Maintenance Center, M. Andi Hary Murty, expressed his commitment to implementing SMKP in the work unit he leads. According to him, Baperka continues to develop institutional capacity, including asset development, which is followed by increasing the competence of human resources in it.

"Currently Baperka is preparing to go to BLU and become the PNBP satker, to get there, we are constantly increasing the availability of maintenance support tools and also the capacity of existing human resources, one of which is by conducting a SMKP study, because most of the facilities (railways) are handed over to us, therefore we have to take care of our own facilities (railways) and depot facilities”, explained Andi when opening the event.

Various serious preparations have been made by Baperka to welcome the new task as a Public Service Agency with various main tasks and functions. Coordination between institutions is intensively carried out to prepare Baperka's capacity, including cooperation with the KPKNL to determine the rental value of assets, then collaboration with horizontal work units within the Directorate General of Railways and groups of business actors in the railway industry.

In response to Baperka's move, Maska supports Baperka's efforts to increase its capacity as an operator of railway facilities, by providing education and assistance in implementing SMKP.

During the socialization, Hermanto explained, in accordance with the Regulation of the Minister of Transportation Number 69 of 2018, each work unit must prepare a work plan that aims to reduce work accidents as little as possible. In addition, there is a need for the availability of railway regulations and regulations, the establishment of technical standards, guidelines, and procedures for improving safety standards.

"We must have historical performance data over a certain period of time, on how to improve safety, is through the data," explained Hermanto.

Other programs are inspection and certification of facilities, infrastructure, and human resources, certification and technical training of human resources, all guided by Law Number 23 of 2007.

To reduce the risk of accidents, Hermanto explained, every stakeholder must implement a quality assurance system to ensure safety which is incorporated into a safety management system (Safety Management System).

Safety culture is the basis of the Safety Management System. According to Hermanto, the goal is to change the mindset of each employee to survive. "Therefore, we should start the safety culture from ourselves, when a coworker does not wear PPE, we must remind him, then there is oil spilled at work, immediately take the initiative to clean up or call the officer in charge, everyone must think that safety is that's the main thing,” continued Hermanto.

The socialization agenda went well while still implementing health protocols in an orderly manner. After the presentation of the socialization material, the resource team from Maska was accompanied to review the work facilities managed by the Railway Care Center by wearing PPE (Personal Protective Equipment) according to standards.
