Periodic Testing of State-Owned Railway, Guaranteeing Safe Operation of Facilities
Government Regulation Number 56 of 2009 concerning Railway Operations, states that to fulfill the operational feasibility of railway facilities, each facility must be tested and inspected.
Referring to these provisions, the Railway Maintenance Center as the work unit in charge of managing State-Owned Facilities (SMN), carries out periodic testing of railway facilities.
The latest facility testing agenda was carried out at a special Multi Tie Tamper equipment facility located in the Bandung area. Facility testing is carried out by the Railway Testing Center. It is hoped that this agenda can support the Railway Maintenance Center's services in ensuring that all facilities are operationally suitable according to technical specifications and are in operational condition.
On the agenda, the Railway Maintenance Center carries out periodic testing of the Multi Tie Tamper (MTT) SR 3 14 01 and SR 3 14 06 facilities at the Rancaekek Station Emplacement, Bandung. This Periodic Testing activity involves the Railway Testing Center Team, which is accompanied by the Railway Maintenance Center Team, and railway facility maintenance work partners.
MTT facilities are subjected to periodic static tests and tamping function tests.
Static testing includes checking various functions in the facility when the facility is not moving. From observations in the field, the testing team used various testing tools to measure the standard parameters of each component of the facility being tested.
Meanwhile, the tamping function test is carried out when the MTT is in motion, and is used to simulate tamping in place, so that you can see how the working tools on the MTT work when carrying out normal work activities.
From testing activities, the results were obtained that the two MTT facilities complied with technical specifications and were declared to have passed periodic tests.
Specifically for MTT testing, the facility testing team uses Minister of Transportation Regulation Number; PM 16 of 2011 concerning Standards, Testing Procedures and Certification for the Worthiness of Special Equipment, considering that the Multi Tie Tamper is included in the category of Special Equipment.
In other facilities placement areas, a parallel railway facilities testing agenda is also being carried out. Periodic testing is carried out in North Sumatra for CC300 Locomotives and Open Wagons.
The Railway Maintenance Center carries out periodic testing of facilities for one unit of CC300 Locomotive, one unit of Flat Car, and one unit of Open Car in the North Sumatra region at the same time (17/10/2024). There is something different, if the two MTTs in Bandung are in the same place, the facilities in North Sumatra are each stabling in a different location.
Locomotive CC 300 14 01 is located at the Railink Pulo Brayan Depot. Flatcar GD 40 16 01-10 is located at Tebing Tinggi Station Emplacement. Open Car GB 35 16 01-10 at Sei Bamban Station Emplacement.
In its implementation, Locomotive CC300 14 01 underwent static and dynamic testing, and Flat Carriage GD 40 16 01-10, Open Carriage GB 35 16 01-10 underwent static testing. All facilities tested obtained results in accordance with specifications and passed periodic tests. (yogo)
