RAILWAY SAFETY SOCIALIZATION AND PROMOTION 2023: CULTIVATION OF COMMUNITY SAFETY CULTURE

In the context of National Transportation Day 2023, the Directorate General of Railways of the Ministry of Transportation through the Directorate of Railways Safety is carrying out Safety Socialization and Promotion (Sosprom) activities at Level Crossings in the Operational Area (Daop) 1 to Daop 9 and Regional Divisions (Divre) 1 to Divre 4 PT KAI. This activity was carried out as an effort to improve railway safety. The Sosprom theme that is being promoted is BERTEMAN (Stop, Look Left and Right, Be Safe, Go).

Before Sosprom is implemented, preparations for activities begin by holding an initial meeting on August 4 2023 until the peak of the event on September 19 and 20, 2023. Implementation of activities is carried out in the areas of Daop 1 Jakarta, Daop 2 Bandung, Daop 3 Cirebon, Daop 4 Semarang, Daop 5 Purwokerto , Daop 6 Yogyakarta, Daop 7 Madiun, Daop 8 Surabaya, Daop 9 Jember, Divre 1 Medan, Divre 2 Padang, Divre 3 Palembang, and Divre 4 Tanjung Karang PT KAI.

This Safety Socialization and Promotion Activity at Level Crossings collaborates with the Communications and Public Information Bureau of the Ministry of Transportation, Railways Engineering Office Class I Jakarta, Railways Engineering Office Class I Bandung, Railways Engineering Office Class I Semarang Class, Railways Engineering Office Class I Surabaya, Railways Engineering Office Class II Medan, Railways Engineering Office Class II Padang, Railways Engineering Office Class II Palembang, Land Transportation Management Center, as well as related stakeholders.

It is important that there is synergy between stakeholders and the community to support this safety campaign for positive changes in road users who prioritize traffic safety. Because safety does not belong to one particular person or group.

Meanwhile, the Sosprom activities held at JPL 6 Jalan Madukoro Semarang started on Tuesday, September 19 2023, where the Railway Safety Directorate Team coordinated with the Semarang Class I Railway Engineering Center, the Class II Central Java Land Transportation Management Center and the Semarang City Transportation Service. The activities carried out were monitoring the progress of installing Yellow Boxes and Emergency Lamps with BTP Class I Semarang and PT KAI Daop 4 Semarang. The Yellow Box itself is a sterile area marked with yellow road markings which is placed in the railroad crossing area. Coordination continues by checking all locations where activities are carried out.

The highlight of the activity was Wednesday, September 20 2023, the event began with remarks from the Head of BTP Class I Semarang, EVP Daop 4 Semarang PT KAI, as well as remarks and safety messages from the Director of Railway Safety. "The aim and objective of this Safety Socialization and Promotion activity at Level Crossings is so that local governments can play an active role in structuring Level Crossings in accordance with their authority and the role of the community to develop a culture of safety at Level Crossings," said Erni Basri, Director of Railway Safety in his remarks.

There was also a theatrical drama, which told the story of a road user who tried to break through a crossing gate but was stopped by JPL officers and given an explanation of the dangers of breaking through a gate at a level crossing. At the same time, brochures were also distributed to road users, installation of safety banners at level crossings, the inauguration of the Yellow Box by the Head of BPTD Class II Central Java, and socialization of the use of Emergency Lamps by the Director of Safety and Security of PT KAI.

In accordance with UUD Number 23 of 2007 concerning Railways, Article 124 states that at intersections between railway lines and roads, road users are obliged to give priority to trains. Meanwhile, according to Law Number 2 of 2009 concerning Traffic and Transportation Article 114, at level crossings between railway lines and roads, vehicle drivers are obliged to stop when the train signal sounds, because the train door stops will start to close, and/or there are other signals and put the train first. Apart from that, PM Number 36 of 2011 concerning Intersections and/or Intersections between Railway Tracks and Other Buildings Article 6 Paragraph 1 states that at level crossings, trains have priority for traffic.

On Thursday, September 21 2023, an evaluation meeting of activities was held. Evaluation of the implementation and installation of road markings in the form of Yellow Lamps and testing of the Emergency Lamp equipment that has been installed. The impact and benefits of implementing and installing Yellow Lamps and Emergency Lamps will be seen in the next few weeks.

Through Railway Safety Socialization and Promotion activities, it is hoped that it will be able to foster a culture of public safety. That in traffic you have to be disciplined. Apart from that, the public must understand the actual function of the crossing. So that the number of accidents and casualties at level crossings can be minimized.
