RAILWAY HUMAN RESOURCE CERTIFICATION SYSTEM WEB APPLICATION

The rapid development of technology brings many changes in human life, including in the field of railways. Through the Directorate of Railway Safety, the Directorate General of Railways of the Ministry of Transportation is present by introducing digitalization into the Railway HR certification system.

The Railway HR certification process is made more effective and closely monitored by the web application. Not only that, this innovation is also able to aspire as well as a competitive advantage in an industrial field that will continue to experience developments in the future.

Basically, a certificate is obtained after attending an education and training program. Training institutions that have been officially recognized by the relevant ministries are responsible for organizing education and training programs related to railway human resources.

To apply for Railway HR certification, agencies or educational institutions must register online through the website https://sdm.djka.dephub.go.id/ . After registering on the agency registration page, the username and password will be immediately sent to the email previously used during registration.

To use the Railway HR Certification application, companies must complete the account application process. Furthermore, the process of uploading and submitting company legality documents such as Leadership KTP, Agency NPWP, Deed of Establishment, Company Establishment from the Ministry of Law and Human Rights, SIUP, TDP, Certificate of Domicile, and other supporting files. The document submission process is then verified by the verification administrator.

After all documents are approved by the verification administrator, the operator can carry out the application process for Railway HR certification, followed by selecting the type of certification application to be submitted. After selecting the type of certification application, the operator then selects the type of test that will be proposed after selecting the type of test the operator inputs employee data and uploads the certification application. When the participant data submitted by the company meets the requirements, the verification team will send the verification result data to the Railway Testing Center to receive the testing disposition. Then request billing and make a testing schedule. After the payment process is carried out by the company, the next stage is testing at the Railway Testing Center.

Several stages of testing are carried out theory testing, practical testing, interviews, and health checks conducted by the Railway Testing Center. When all certification testing processes are complete, the participant's score will be inputted into the Railway HR Certification system. Then sent back to the Directorate of Railway Safety for the process of issuing certificates and smartcards. Before publishing, the Safety Directorate team issues PNBP billing for the issuance of certificate books and Smart Cards. After the billing is paid, the Directorate of Railway Safety will issue certificate books and Smart Cards to participants who pass.

There are two types of certification in the Railway HR Certification application, namely publishing for Railway Operator HR certification and Railway Regulator HR certification.

The process of improving Railway Human Resources through the implementation of certification for PT KAI employees by the Directorate General of Railways of the Ministry of Transportation has been carried out since 2013. The standard of testing procedures has been regulated in the Minister of Transportation Regulation, namely:

  4. PM No. 18/2023 concerning Amendments to Regulation of the Minister of Transportation PM No. 4/2017 concerning Certification of Railway Facilities Crew Proficiency;
  5. PM No. 5/2017 concerning Certification of Proficiency of Train Travel Arrangers and Train Travel Controllers;
  6. PM No. 19/2023 concerning Amendments to Regulation of the Minister of Transportation; PM No. 5/2017 concerning Certification of Train Travel Controllers and Train Travel Controllers;
  7. PM No. 8/2017 concerning Certification of Railway Facility Inspectors;

After having a smart card as a sign of passing the certification, the participants have been certified and are considered competent in performing their duties. The smart card obtained must be carried with you when carrying out the task.

Thus, employees who serve on the front line of the railway must have a certificate of competence, the validity period of the certificate of competence is four years.

Certification is an important need because it is a form of recognition for employees who have the knowledge, skills, and work attitude in accordance with established competency standards. So that employees who have received certification can be trusted to carry out their duties and responsibilities. This certification obligation is also part of the Directorate General of Railways' efforts to reduce the risk of train accidents that can be caused by human error.

Through this certification process, the Directorate General of Railways of the Ministry of Transportation is committed to providing a sense of security and comfort to the public.
