DIRECTORATE OF RAILWAYS TRAFFIC AND TRANSPORT

The Directorate of Railways Traffic and Transport is responsible for the formulation and implementation of policies, the development of norms, standards, procedures, and criteria, the provision of technical guidance and supervision, and the evaluation and reporting of rail traffic and transportation.

 The Directorate of Railways Traffic and Transport performs the following functions in the course of its duties: 

  1. Preparing policies for network management and development, rail traffic and transportation, and cooperation and business development in the railway sector;
  2. Preparing policies for implementation in network management and development, rail traffic and transportation, as well as cooperation and business development in the railway sector;
  3. Preparation of norms, standards, procedures, and criteria in the fields of network planning and development, rail traffic and transportation, and cooperation and business development in the railway sector;
  4. Preparation of the implementation of technical guidance and supervision in network arrangement and development, rail traffic and transportation, as well as cooperation and business development in the railway sector;
  5. Preparation of evaluations and reports in the areas of network planning and development, rail traffic and transportation, and cooperation and business development in the railway sector; and
  6. Preparation for the implementation of administrative affairs, finance, personnel, information and communication technology management, and the Directorate's housekeeping.

 The Directorate of Railways Traffic and Transport is made up of the following members: 

  1. Sub-directorate of Network Management and Development;
  2. Sub-directorate of Traffic;
  3. Sub-directorate of Transport;
  4. Sub-directorate of Cooperation and Business Development; and
  5. Sub-division of

  1. Sub-directorate of Network Management and Development

 Duties:

Carry out the preparation of the formulation, implementation of policies, preparation of norms, standards, procedures, and criteria as well as providing technical guidance and supervision, as well as evaluation and reporting in the field of railways network, both public and special railways.

 Function:

  1. Preparation of policy formulation materials in the field of railways network, both public and special railways;
  2. Preparation of material for implementing policies in the field of railway network, both public and special railways;
  3. Preparation of materials for the preparation of norms, standards, procedures, and criteria in the field of railways network, both public and special railways;
  4. Preparation of materials for the implementation of technical guidance and supervision in the field of railways network, both public and special railways;


The Sub-directorate of Network Management and Development consists of:

 a. Network Setup Section

 The Network Arrangement Section has the task of preparing materials for the formulation and implementation of policies, drafting standards, norms, procedures, and criteria, providing technical guidance and supervision, as well as evaluating and reporting in the field of structuring the railway network for the short, medium and long term, monitoring and evaluation railways line class, utilization, and condition of the railway network, monitoring, and evaluation of standards, station class, utilization and condition of the station, arrangement of the operating and non-operating railway network, management of data and information on the arrangement of the railway network.

 b. Network Development Section

 The Network Development Section has the task of preparing materials for the formulation and implementation of policies, drafting standards, norms, procedures, and criteria, providing technical guidance and supervision, as well as evaluating and reporting in the field of developing short, medium, and long term railway networks, preparing development plans. , feasibility plan, railways technical plan, monitoring and evaluation of feasibility plan, railways technical plan, monitoring and evaluation of new railways network development, determination of railway route, preparation of materials for integration of intermodal and intermodal rail network in the railways sector, monitoring, and evaluation of environmental impact analysis (AMDAL) in the railways sector. 

  1. Sub-directorate of Traffic

 Duties:

Carry out the preparation of formulation, implementation of policies, preparation of standards, norms, procedures, and criteria, providing technical guidance and supervision, as well as evaluation and reporting in the field of traffic, both public and special railways traffic.

 Function:

  1. Preparation of materials for policy formulation in the field of traffic, both public and special railways traffic;
  2. Preparation of materials for implementing policies in the field of traffic, both public and special railways traffic;
  3. Preparation of materials for the preparation of norms, standards, procedures, and criteria in the field of traffic, both public and special railways traffic;
  4. Preparation of materials for the implementation of technical guidance and supervision in the field of traffic, both public and special railways traffic;
  5. Preparation of evaluation and reporting materials in the field of traffic, both public and special railways traffic.

 The Traffic Sub-directorate consists of: 

a. Intercity Traffic Section

 The Intercity Traffic Section has the task of preparing materials for the formulation and implementation of policies, drafting norms, standards, procedures, and criteria, providing technical guidance and supervision in the field of intercity rail traffic, planning, determining the monitoring and evaluation of train travel charts (GAPEKA), determination, monitoring and evaluation of the performance of the intercity rail service and cross-service network, determination, monitoring and evaluation of intercity train operating patterns, management of intercity traffic data and information, implementation, monitoring and evaluation of rail traffic during the Lebaran, Christmas period and New Year, establishment, monitoring and evaluation of the traffic capacity and performance of the railway network, preparation of program materials, evaluation, reporting and documentation of the development of intercity rail traffic.

 b. Urban Traffic Section

 The Urban Traffic Section has the task of preparing materials for policy formulation and implementation, drafting norms, standards, procedures, and criteria, providing technical guidance and supervision in the field of urban rail traffic, planning, establishing monitoring and evaluation of train travel charts (GAPEKA), determination, monitoring and evaluation of the performance of the urban rail service and cross-service network, determination, monitoring and evaluation of urban rail travel operation patterns, management of urban traffic data and information, organizing, monitoring and evaluation of rail traffic during the Lebaran, Christmas and New Year periods, determination, monitoring, and evaluation of traffic capacity and performance of the railway network, preparation of program materials, evaluation, reporting and documentation of urban rail traffic development. 

  1. Sub-directorate of Transport

 Duties:

Carry out the preparation of the formulation, implementation of policies, preparation of standards, norms, procedures, and criteria, providing technical guidance and supervision, evaluation, and reporting in the field of rail transportation, both for people and for goods transportation.

 Function:

  1. Preparation of policy formulation materials in the field of rail transportation, both for the transportation of people and for the transportation of goods;
  2. Preparation of material for implementing policies in the field of rail transportation, both for the transportation of people and for the transportation of goods;
  3. Preparation of materials for the preparation of norms, standards, procedures, and criteria in the field of rail transportation, both for the transportation of people and for the transportation of goods;
  4. Preparation of materials for the implementation of technical guidance and supervision in the field of rail transportation, both for the transportation of people and for the transportation of goods;

The Sub-Directorate of Transport consists of: 

a. Passenger Transport Section

 The Passenger Transportation Section has the task of preparing materials for the formulation and implementation of policies, drafting norms, standards, procedures and criteria, providing technical and supervision, as well as evaluating and reporting in the field of passenger transportation, carrying out monitoring and evaluation of performance and passenger transportation needs, determining, monitoring, and evaluation of the placement and fares of pioneering trains, formulation of policies and evaluation and verification of public service obligations (Public Service Obligations) and subsidies for pioneering transport, implementation of monitoring and evaluation of minimum service standards (SPM) on trips and stations and across services, implementation of the preparation of guidelines calculation, monitoring and evaluation of passenger transport fares, management of data and information on the development of passenger transport, and preparation of program materials, evaluation, reporting and documentation of passenger transport in the railways sector.

 b. Goods Transport Section

 The Freight Transportation Section has the task of preparing materials for the formulation and implementation of policies, drafting norms, standards, procedures, and criteria, providing technical guidance, and supervision in the field of goods transportation, carrying out monitoring and evaluation of the performance and needs of freight transportation, managing data, and information on the development of freight transportation. trains, implementation of the preparation of calculation guidelines, monitoring and evaluation of freight rates, monitoring and evaluation of service standards for goods transportation in transit and at freight train stations, administration of implementing free motorbike transportation by train during the Eid transportation period, preparation of program materials, evaluation, reporting and documentation of freight transport in the railway sector. 

  1. Sub-directorate of Cooperation and Business Development

 Duties:

Carry out the preparation of the formulation, implementation of policies, preparation of standards, norms, procedures, and criteria, as well as providing technical guidance and supervision, evaluation, and reporting of cooperation and development in the railway sector, both public and special railways.

  1. Preparation of materials for the formulation of cooperation policies and business development in the railways sector;
  2. Preparation of materials for implementing cooperation policies and business development in the railways sector;
  3. Preparation of materials for the preparation of norms, standards, procedures, and criteria for cooperation and business development in the railways sector;
  4. Preparation of materials for the implementation of technical guidance and supervision of cooperation and business development in the railways sector;
  5. Preparation of evaluation materials and reporting on cooperation and development of the railways sector.

 The Sub-directorate of Cooperation and Business Development consists of: 

a. Cooperation Implementation Section

 The Cooperation Implementation Section has the task of preparing materials for the formulation and implementation of policies, drafting norms, standards, procedures and criteria, providing technical guidance and supervising the implementation of cooperation in the railway sector, establishing, monitoring and evaluating Public-Private Partnerships (PPP), establishing guidelines, calculations, monitoring and evaluation of the implementation of the imposition of fees on the use of railway infrastructure (Track Access Charge), preparation of materials for the implementation of inventory determination and supervision of government assets in the railway sector that can be collaborated, data and information management on the implementation of cooperation in the railway sector, evaluation and reporting of cooperation in the railway sector, implementation of monitoring and evaluation of the value of cooperation in the use of railway infrastructure and facilities, management of data and information on the implementation of cooperation, preparation of program materials, evaluation, reporting and documentation of cooperation in the field of cooperation railway.

 b. Business Development Section

 The Business Development Section has the task of preparing materials for the formulation and implementation of policies, drafting norms, standards, procedures and criteria, providing technical guidance and supervision of business development in the railway sector, establishing, monitoring and evaluating railway business development, preparing materials for determining, monitoring, evaluating and reporting on approval in principle for development and special railway operating permits, determination, monitoring, evaluation and reporting of business permits and operating permits in the field of general railway operations, data management and information on business development in the railway sector, determination, evaluation and reporting of business entities providing railway infrastructure, implementation of monitoring and evaluation of investment promotion in the railway sector, preparation of program materials, evaluation, reporting and documentation of business development in the railway sector.

 The Administration Sub-division has the task of carrying out administration, personnel, and internal affairs of the Directorate.
