Based on Presidential Regulation No. 29/2014 concerning the Government Institution Performance Accountability System (SAKIP), each government agency is required to be accountable and explain its performance and actions to those who have the right or authority to request information and accountability in realizing a clean state administration free from corruption towards the achievement of a good governance system.

The Directorate General of Railways organizes the SAKIP stages and components, which include performance planning, performance measurement, performance reporting, and performance accountability evaluation. One manifestation of the performance measurement and reporting component is a periodic performance monitoring report (quarterly) to determine the progress of the Directorate General of Railways' performance achievements according to the targets set in the performance plan or agreement.

Monitoring is the activity of carefully observing a situation or condition, including certain behaviors or activities, with the aim that all input data or information obtained from these observations can become the basis for making decisions on the next actions needed. As a result, periodic/quarterly performance monitoring reporting is required in order to ensure that performance targets are met through measurement.

The Directorate General of Railways' Performance Monitoring Report for the Third Quarter of 2023 is essentially a form of measurement of the periodic performance achievements of each performance indicator in accordance with the Minister of Transportation's Regulation No. 85 of 2020 on the Implementation of the Government Agency Performance Accountability System (SAKIP). The performance monitoring report includes a description and evaluation of performance achievement, as well as the identification of obstacles/problems and performance improvement efforts required to meet targets while adhering to work unit objectives.

The Directorate General of Railways' Performance Monitoring Report for the Third Quarter of 2023 describes the achievement of Strategic Objectives and Performance Indicators of Programs and Activities carried out in the Third Quarter of 2023 in relation to the target of the 2023 Performance Agreement (last revision). The average performance achievement for the third quarter of 2023 was 110.09% which is briefly presented in the following table.

In addition, it was also reported that the budget realization of the Directorate General of Railways in the third quarter of 2023 was obtained at Rp3.057.484.202.557 or 41,20% of the allocation of Rp7.420.298.520.000. The budget realization is lower than the budget realization for the same period in 2022 which was 48,72%, and also lower than the 2023 Fund Withdrawal Plan (RPD) which was 45,33%. Regarding PNBP of the Directorate General of Railways, it is reported that the realization up to the third quarter period of 2023 was Rp.497.081.553.271 or 41,52% of the 2023 target of Rp1.197.097.575.000, - both functional and non-functional income.

Furthermore, with the preparation of the Performance Monitoring Report of the Directorate General of Railways for the Third Quarter of 2023, it is hoped that it can provide performance information and evaluation of the implementation of programs/activities to become a reference in improving performance in the next period and ensuring that the target at the end of the year can be met.
