In order to actualize a clean and transparent state administration towards the achievement of Good Governance, the Directorate General of Railways is given the responsibility to manage, regulate, and supervise the implementation of railway transportation for the public to meet adequate services, including aspects of accountability for the implementation of Government duties.

According to Presidential Regulation No. 29/2014 concerning the Government Agency Performance Accountability System (SAKIP) that each Government Agency as a state government organizer is required to account for the success/failure in the implementation of programs and activities that have been mandated by the mandate giver for the performance that has been and should be achieved, and can provide measurable performance information with targets and performance targets that have been set through performance reports that are prepared periodically as a continuous improvement effort to improve performance.

The accomplishment of each performance indicator on the target that is focused on an outcome indicates the performance of each strategic objective description. To measure performance accountability for the achievement of strategic goals, it is outlined through programs/activities that are interrelated and synergize to form a number of outcomes or outputs in achieving a particular goal. As a result, the performance accomplishments of each performance indicator are measured in order to assess the success of performance achievement in relation to plans and objectives.

The 2023 Quarterly Performance Monitoring Report of the Secretariat of the Directorate General of Railways is basically a form of measurement of the performance achievements of each performance indicator periodically for Echelon II work units within the Directorate General of Railways which is prepared based on the Regulation of the Minister of Transportation Number PM. 85/2020 concerning the Implementation of the Government Agency Performance Accountability System (SAKIP). The performance monitoring report contains, among others, a description and evaluation of performance achievement in a certain period associated with the identification of obstacles/problems and performance improvement efforts made to achieve targets, programs, and performance indicators within the framework of fulfilling the objectives of the implementation of the duties and functions of the work unit.

The preparation of the performance monitoring report of the Secretariat of the Directorate General of Railways for the first quarter of 2023 was prepared with the intention of delivering performance information and evaluating the performance achievements of each performance indicator within a certain period of time in accordance with the target action plan in the Performance Agreement document. 

The purpose of preparing the performance monitoring report is to measure the success / failure of the implementation of programs and activities of the Secretariat of the Directorate General of Railways in the first quarter of 2023 and to provide recommendations for improving performance in the next period.

The Performance Monitoring Report for the First Quarter of 2023 discusses, among other things:

1. The measurement of the achievement of each Activity Performance Indicator is complemented by an analysis of the success/failure of achieving performance targets.
2. Availability of resources in the form of budget and human resources of the Secretariat of the Directorate General of Railways in 2023.
3. Recommendations with the commitment of work unit leaders in an effort to improve performance in the following period.
