THIRD QUARTER MONITORING REPORT DIRECTORATE GENERAL OF RAILWAYS 2022
Based on Presidential Decree No. 29 of 2014 concerning the Government Agency Performance Accountability System (SAKIP), each Government agency is required to be accountable and explain its performance and actions to those who have the right or authority to request information and accountability in realizing a clean state administration and free from KKN towards the achievement of a good governance system.
In order to implement the SAKIP, the Directorate General of Railways organizes the stages and components of SAKIP which include performance planning, performance measurement, performance reporting and performance accountability evaluation. One manifestation of the performance measurement and reporting component is through regular performance achievement monitoring reports (quarterly) to determine the progress of the Directorate General of Railways' performance achievements according to the targets set in the performance planning.
Based on Government Regulation number 39/2006 concerning Procedures for Control and Evaluation of the Implementation of Development Plans, it is known that monitoring is an activity of carefully observing a situation or condition including certain behaviors or activities with the aim that all input data or information obtained from the results of these observations can become the basis for making decisions on further actions needed. Therefore, periodic / quarterly performance achievement monitoring reporting is needed in an effort to ensure the achievement of performance targets through performance measurement.
The Performance Achievement Monitoring Report of the Directorate General of Railways for the third quarter of 2022 is basically a form of measurement of the periodic performance achievements of each performance indicator based on the Regulation of the Minister of Transportation Number PM. 85 of 2020 concerning the Implementation of the Government Agency Performance Accountability System (SAKIP). The performance achievement monitoring report contains a description and evaluation of performance achievement complemented by the identification of obstacles / problems and performance improvement efforts needed to achieve targets within the framework of fulfilling work unit objectives.
The Performance Achievement Monitoring Report describes the achievement of strategic goals and performance indicators of programs and activities that have been carried out in the third quarter of 2022 referring to the 2022 Performance Agreement target. The average performance achievement for the third quarter of 2022 was 111.55%, which is summarized in the following table.

Based on the results of performance achievement measurement in the third quarter of 2022, there is 1 (one) program performance indicator that cannot meet the target, namely the Performance Target of Reliable and Appropriate Railway Transportation Services with the program performance indicator Percentage of Achievement of On Time Performance (OTP). Therefore, in an effort to improve performance and ensure the target can be met in the next period, the following are recommended:
- Increasing the inspection of the condition of railway facilities and infrastructure, especially in the implementation of freight trains, so as to reduce the potential for disruption that can result in a decrease in punctuality.
- intensive monitoring of infrastructure conditions, especially in locations prone to landslides/disasters due to extreme weather conditions.
- Coordinating with train operators to prepare operating scenarios so that the implementation of administrative/switch over does not interfere with train travel, especially in urban areas (SO6 Manggarai).
4. Conducting periodic GAPEKA evaluations involving operators and the Railway Engineering Center/Railway Management Center.
Furthermore, with the preparation of the Performance Achievement Monitoring Report of the Directorate General of Railways for the third quarter of 2022, it is expected that it can provide performance information and evaluation of the implementation of activities to become a reference in improving performance in the next period.
