The Directorate General of Railways (DJKA) is a government agency in Indonesia responsible for the development, regulation, and oversight of the railway sector in the country. DJKA plays a crucial role in formulating policies, developing regulations, and supervising the implementation of operational activities, maintenance, and railway network infrastructure. As an agency focused on railways, DJKA works to enhance the quality and efficiency of rail transport services, expand the railway network, and promote the use of rail transportation as a sustainable and environmentally friendly option.

Looking ahead, reliable transportation services are essential for driving national economic activities from an environmental perspective, particularly through railway services. Railways are a mode of transportation that has numerous advantages, particularly their ability to transport passengers and goods in a large, energy-efficient manner. They require less space, have high safety standards, low pollution levels, and are more efficient compared to other transport modes. These advantages and characteristics of railways need to be optimized in the development of an integrated mass transportation system, ensuring safe, comfortable, fast, regular, and affordable services for both passengers and freight.

The operation of railway transportation in Indonesia is governed by Law No. 23/2007 on Railways. Within this framework, the Directorate General of Railways acts as the regulator to enforce rules, control, and supervise the operations. DJKA also formulates the National Railway Master Plan, which serves as a reference for all stakeholders involved in the future of railway operations.

According to the Minister of Transportation Regulation No. PM 17/2022 on the Organization and Work Procedures of the Ministry of Transportation, DJKA has the tasks and functions of formulating policies and technical standards, overseeing and regulating railway transport operations, including traffic management, transport services, facilities, and infrastructure, as well as enhancing safety and carrying out railway development within its authority.

This Annual Report aims to provide an overview of the execution of tasks and functions of the Directorate General of Railways and the results of railway development in 2023. The report is also based on the performance trends and dynamic strategic issues during the 2023 period.
