SAKIP is a systematic series of various activities, tools, and procedures designed for the purpose of determining performance and measuring data collection, classifying, summarizing, and reporting performance to government agencies, in the context of accountability and performance improvement of government agencies.

The purpose of the AKIP System is to encourage the creation of accountability for the performance of government agencies as one of the prerequisites for the creation of a good and reliable government. Meanwhile, the targets of the Government Agency Performance Accountability System are:

• Make government agencies accountable so that they can operate efficiently, effectively, and responsively to the aspirations of the community and the environment.
• The realization of transparency of government agencies. 
• Maintaining public trust in the government. 
• The realization of community participation in the implementation of national development.

With the availability of this SAKIP Implementation Guide, it is hoped that it can become a reference for all work units within the Directorate General of Railways to be able to realize the achievement of a good governance system.
