SECOND REVISION OF THE PERFORMANCE AGREEMENT OF THE SECRETARIAT OF THE DIRECTORATE GENERAL OF RAILWAYS IN 2022
The Performance Agreement of the Directorate General of Railways in 2022 is a performance agreement between the Minister of Transportation and the Director General of Railways in 2022 based on the resources owned by the Directorate General of Railways (funding, human resources, and others) in carrying out the duties and functions of the work unit. The 2022 Performance Agreement of the Directorate General of Railways contains all performance targets to be achieved with relevant Key Performance Indicators in order to achieve the goals and objectives in the Ministry of Transportation's Strategic Plan for Railways 2020-2024.
The performance agreement is prepared referring to the Minister of Transportation Regulation number PM 85/2020 concerning the Implementation of the Government Agency Performance Accountability System. Based on the Regulation of the Minister of Transportation, the Performance Agreement can be revised or adjusted in the event of the following conditions:
- Replacement or mutation of officials;
- Revisions in strategy that alter goal and objective attainment through changes in strategic plan, organizational structure, programs, activities, and budget allocations;
- Revision in priorities or assumptions that have a significant impact on the process of achieving goals and objectives.
In accordance with these provisions, the preparation of a revised Performance Agreement for 2022 was carried out due to changes in leadership, budget optimization policies including relaxation of Automatic Adjusment (AA) which could affect the achievement of goals, objectives and performance indicator targets of each program and activity planned for 2022.
The preparation of the revised performance agreement includes a leadership statement sheet, goal setting, performance indicators including revised targets and changes in budget allocations and action plans. The revised Performance Agreement will then be determined as the target achievement of the targets of each program and activity planned for 2022 and used as a reference in the implementation of the 2022 performance evaluation.
In order to achieve the goals and objectives of railway development in the Ministry of Transportation's Strategic Plan for Railways 2020-2024, the Directorate General of Railways implements a connectivity infrastructure program which includes 4 (four) activities, namely:
- Railway Transportation Connectivity Infrastructure;
- Railway Transportation Services;
- Safety and Security of Railway Transportation;
- Technical Support for Railway Transportation.
By implementing these activities including management support activities, it is expected to be able to realize the target of railway development in accordance with available resources. The implementation of these activities is then measured according to the Program Performance Indicators set out in the revised Performance Agreement of the Directorate General of Railways in 2022 in the context of implementing the Government Agency Performance Accountability System (SAKIP) and supporting Bureaucratic Reform within the Directorate General of Railways.
