SECOND REVISION OF THE PERFORMANCE AGREEMENT OF THE SECRETARIAT OF THE DIRECTORATE GENERAL OF RAILWAYS IN 2022
The preparation of a Performance Agreement is one of the obligations of every Government agency including the Ministry/Institution level, in the context of implementing the Government Agency Performance Accountability System (SAKIP) which contains the determination of performance targets to be achieved in one year based on relevant performance indicators in order to achieve the goals and objectives in the strategic plan.
The Performance Agreement is then set as a benchmark for achieving the goals and performance indicators of each program and activity planned in 2022 by considering the 2020-2024 Strategic Plan and several aspects of resources, including financing/budgeting, human resources, and time for implementing activities.
The preparation of the Performance Agreement refers to the Minister of Transportation Regulation number PM 85/2020 concerning the Implementation of the Government Agency Performance Accountability System. Based on the Minister of Transportation Regulation, the Performance Agreement can be revised or adjusted in the event of the following conditions:
- A change or mutation of officials;
- A shift in strategies that affect the achievement of goals and objectives in the form changes in strategic plan, organizational structure, programs, activities and budget allocations;
- A priorities or assumptions shifting that have a significant impact on the process of achieving goals and objectives.
In accordance with these provisions, the preparation of a revised Performance Agreement for 2022 was carried out due to changes in leadership, budget optimization policies, including relaxation of Automatic Adjusment (AA) which could affect the achievement of goals, objectives, and performance indicator targets for each program and activity planned for 2022.
The preparation of the revised performance agreement includes a leadership statement sheet, goal setting, performance indicators, including target revisions and changes in budget allocations, and action plans. The revised Performance Agreement is then determined as the target achievement of the targets of each program and activity planned in 2022 and is used as a reference in the implementation of the 2022 performance evaluation.
The purpose of preparing the revised Performance Agreement for 2022 is as a form of commitment between the giver of the mandate (Director General of Railways) and the recipient of the mandate (Secretary of the Directorate General of Railways) by setting changes in the target achievement of the targets of programs and activities based on priority policies and available resources in 2022.
The goal to be achieved is to provide a basis for evaluating the implementation of connectivity infrastructure activities and management support through the size of the performance indicators of activities that have been proclaimed and subsequently used as a benchmark for the successful performance of the Secretariat of the Directorate General of Railways in 2022.
The implementation of programs and activities of the Secretariat of the Directorate General of Railways in 2022 includes the Connectivity Infrastructure Program and Management Support of the Directorate General of Railways as supporting the implementation of the development and improvement of railway connectivity infrastructure, which is the main program of the Directorate General of Railways. By implementing these programs and activities, it is hoped that the Secretariat of the Directorate General of Railways will be able to realize the goals and objectives in accordance with the 2020-2024 Strategic Plan, namely realizing the main node of railway policy formulation, effective and efficient technical and administrative services within the Directorate General of Railways.
The revised Performance Agreement has set targets for each activity performance indicator and will be used as a benchmark to assess the success of the performance of the Secretariat of the Directorate General of Railways in 2022 in the context of implementing the Government Agency Performance Accountability System (SAKIP) and supporting the implementation of Bureaucratic Reform.
