THE PUBLIC TRIAL OF DRAFT MINISTERIAL REGULATION FOR RAILWAYS DESIGN AND ENGINEERING, EARLY STEPS TO IMPROVING QUALITY RAILWAYS FACILITIES

(Bogor, 27/10) Director of Railways Rolling Stock, Djarot Tri, on Wednesday morning officially opened the Public Trial of the Draft Ministerial Regulation (RPM) for the Design and Construction of Railways Rolling Stock. This public test was carried out in a hybrid (offline and online) manner by presenting speakers including the Head of the Legal Bureau-Ministry of Transportation, Director of Railways Rolling Stock, Prof. Dr. Ir. Agus Taufik Mulyono, ST., MT., IPU., ASEAN Eng. (Senior Research Center UGM / Head of MTI, Dr. Mulyadi Sinung Harjono as Head of Center for Transportation Infrastructure and System Technology,a.i.  This forum was also attended by various railways stakeholders such as PT. MRT Jakarta, PT. Jakarta Propertindo (Perseroda), PT. Len Industri (Persero), PT. Len Railways Systems, PT. Celebes Railways Indonesia, PT. INKA as well as representatives of the technical directorate and center within the Directorate General of Railways.

In his opening remarks, Djarot Tri, said that this public trial was held in order to improve the substance of the RPM so that it becomes a regulation that is able to accommodate the demands for reliable, comfortable, and safe rail transportation. “New issues in the field of railway facilities are now growing, the technology has also become more sophisticated and diverse when constructing new railway facilities or modifying facilities, we must have firm rules to carry out design and engineering. In this forum, I ask for constructive input from all of you, so that after the ratification, this RPM will become a legal umbrella and guide in carrying out my duties,” said Djarot.

The main points of this Draft Ministerial Regulation contain the scope of design and engineering of railways facilities, stages of implementation of design and construction of railways facilities, implementation of engineering of railways facilities, procurement of railways facilities, procurement of facilities in a new condition, approval of design and engineering documents of railways facilities, reporting, and monitoring and supervision. On that occasion, Prof Agus Taufik, academician and General Chair of the Indonesian Transportation Society, conveyed his response that the Directorate General of Railways should consider the readiness of human resources and the timeframe needed to evaluate and approve the design of railways facilities and strengthen clauses related to efforts to protect domestic production. . This RPM is a new text as mandated by Paragraph 3 Implementation of Design and Construction of Railways Facilities, in particular, Article 245 of Government Regulation Number 56 of 2009 concerning Railways Operations as amended by Government Regulation number 6 of 2017 concerning amendments to Government Regulation number 56 of 2009 concerning Implementation Railways. The urgency of the preparation of this RPM is intended to provide railways facilities according to their functions which pay attention to reliability, comfort, safety, and meet the technical requirements of railways facilities.
