Communication and Consultation on Monitoring, Recording, and Reporting Related to Risk Management Implementation at the Ministry of Transportation and the Directorate General of Railways for Q1 2024
Bogor, March 20-22, 2024 – The Secretariat of the Directorate General of Railways (through the Planning Department) held a communication and consultation meeting on monitoring, recording and reporting related to the implementation of risk management at the Ministry of Transportation and the Directorate General of Railways for the first quarter of 2024. The meeting took place over two days in Bogor on 6-7 June 2024 and was also conducted via the Zoom Meetings platform.
Participants included representatives from the Centre for Education and Training in Supervision, BPKP (Audit and Development Agency) as resource persons. In addition, the meeting was attended by representatives from other Echelon I working units within the Ministry of Transport, including each office, as well as representatives from the Technical Directorate and other departments and offices under the General Directorate of Railways. The purpose of the meeting was to clarify the procedures for the use of SIMARKO (Risk Management System) in the digitalisation of the implementation of risk management within the Directorate General of Railways and to review the progress of the completion of Forms 1, 5 and 8 through SIMARKO by all working units within the Directorate General of Railways.
Furthermore, the meeting included communication and consultation on each business process related to monitoring, recording, and reporting for Q1 2024, including the completion of the following:

Risk Handling Monitoring List (Format 9)

Monitoring of Risk Events (Format 10)
-
Review Results of New Risk Proposals (Format 11, if any)
-
List of Unresolved Risk Handling Plans (Format 13)
-
Quarterly Risk Management Report Concept (Format 16)
These documents are to be completed at the level of the Secretariat of the Directorate General of Railways, at the level of the Directorate General, and at the level of the Ministry of Transport.
During the meeting, some technical issues were identified, such as business processes not directly linked to objectives and indicators, and difficulties in filling in certain formats in the application. There were also minor and major issues in the digitisation process that needed attention, including data entry errors and issues with users' roles not being correctly aligned.
As a result, the meeting aimed to ensure that risk management at the Ministry of Transport could be more structured and controlled, supporting improvements in safety and operational performance of the railway sector as a whole. (TA)
