Coordination and Technical Guidance on the 2024 Integrated SPIP Maturity Self-Assessment
Bogor, February 21-23, 2024 – The Secretariat of the Directorate General of Railways (through the Planning Division) held a Technical Guidance (Bimtek) event on the Government Internal Control System (SPIP) in Bogor, as well as via the Zoom Meetings platform. The purpose of this event was to enhance the understanding and skills of the SPIP Integrated Maturity Self-Assessment and to identify strategic steps to achieve higher maturity targets for 2024.
This event was attended by representatives from working units within the Directorate General of Railways, including representatives from the Directorate of Infrastructure Supervision and Transport, the Financial and Development Supervisory Agency (BPKP) and the Planning Bureau of the Ministry of Transport. The main objective of this event was to prepare for the implementation of the SPIP 2024 self-assessment.
Over three days, the participants discussed the following key topics:

Focus on improving the quality of planning, the assessment of SPIP structures and processes, and achieving SPIP goals – The discussion centered on strategies to reach a maturity level of 3.60 by 2024. This target indicates that the organization has well-defined performance goals, and relevant and integrated strategies, though the controls may not yet be fully effective.

Detailed discussion on the completion and compilation of Work Papers and Supporting Data for each component and sub-component – Topics covered included the Assessment of Strategic Objective Achievement, the Output Achievement Assessment, and other elements within the Control Environment and Risk Assessment.

Training on the preparation and monitoring of risk management documents, drafting Decree Letters (SK) for the SPIP Organizing Team and the SPIP Self-Assessment Team, and techniques for gathering supporting data such as questionnaires to meet SPIP assessment parameters, as well as the implementation of recommendations from the Ministry of Transportation's AOI (Audit and Operational Inspection) according to the established timeline.

Emphasis was also placed on the fulfillment of relevant and up-to-date supporting data for the period 1 July 2023, to 30 June 2024.
The Directorate General of Railways remains committed to continuously improving the quality of governance and internal control. The objective is to achieve a higher and more effective maturity in the implementation of SPIP by 2024.
